The Programme of State Statistical Surveys is a generally binding legal regulation compiled by the Statistical Office of the Slovak Republic in cooperation with ministries, other central bodies and state organizations. It contains the list of statistical surveys organized and executed by the Statistical Office of the Slovak Republic, ministries, other government authorities and state organizations. The Statistical Office of the Slovak Republic issues the Programme of State Statistical Surveys in the form of a decree published in the Collection of Laws of the Slovak Republic.
The statistical surveys published in the Programme of the State Statistical Surveys are binding for a specific group of reporting units in terms of the obligation to provide data. If the statistical survey is conducted using the exhaustive survey method, all reporting units are contacted in accordance with the above definition.
For sample surveys, the set of reporting units (sample file) is established in accordance with the stratification criteria of the individual surveys. The reporting obligation for a reporting unit arises when the competent authorities are required to complete the relevant statistical forms.
Every reporting unit shall provide data to the Statistical Office of the Slovak Republic from 1 January 2016 by filling in and submitting questionnaire in an electronic form. The reporting unit that is a natural person – entrepreneur and has no emplyoees by 31 December of the previous calendar year, or the reporting unit that has a seat in the municipality without internet connection or signal may also be obliged to fulfil the obligation to provide data also by submitting the completed the questionnaire in a paper form (§ 18, Article 5 of the Act No. 540/2001 Coll. on State Statistics, as amended). A body carrying out state the statistical survey and ensures its processing is required to protect the respondents´confidential and personal data from misuse. The method of management and implementation of activities related to ensuring the protection of confidential statistical data is regulated by internal legislation in the Statistical Office of the SR. Access to confidential data submitted to the Community authority (Eurostat) and the rules for cooperation between the Community and the national authorities are governed by the Commission Regulation (EU) No. 1095/2010, 557/2013 of 17 June 2013-745 kB).
