In the 3rd quarter, the employment rose for the first time in this year, a slight increase in the number of employed people was recorded

The two most important components of the employment - industry and trade - recorded a slight year-on-year decline in the number of employed people. Accommodation and food service activities, as well as arts, entertainment and recreation continued to be the sectors most affected by the pandemic in the long-term, and they recorded the largest decline of more than 10 % in the employment.

According to the Labour Force Survey 1) (LFS), the employment increased by 0.1 %, year-on-year, in the third quarter of 2021, the number of employed people 2) rose to 2,591 thousand persons in Slovakia. The seasonally adjusted total employment increased by 1.1 % and reached 2,579.3 thousand persons compared to the previous quarter.

The employment rate 3), which expresses the share of employed people in the total population, increased by 0.7 percentage point, year on year (p.p.), to 75.5 %. It is therefore not possible to compare the current data with the pre-pandemic situation, which means with the same period of 2019, because there were introduced significant methodological changes and data from 2021 are not compatible with data for previous periods, so it is not possible to compare them in a longer time series. In order to provide information on the labour market, the basic year-on-year indices were at least recalculated as much as possible, but not the older LFS data.

As for the 18 monitored sectors or industrial groupings of the economy, the number of employed people increased, year-on-year, in eight. In industry, which is the most important component (707.6 thousand employed people), a year-on-year decrease in the number of employed people  continued and reached the value of 0.2 %. This is the best quarterly result this year in industry. In construction sector, the number of employed people increased by 4.7 % to 245.9 thousand.

In service sectors most affected by the pandemic, it was recorded by 0.5 % fewer employed people than a year ago, which represented about two thirds of the total number of employed people (1,572.1 thousand persons). However, the situation of services improved compared to the previous two quarters.

In wholesale and retail trade, which are the most important component of services and also the second most important component in the total employment in the SR (317.5 thousand employed people), a very slight year-on-year decrease of approximately two thousand of employed persons (by 0.6 %) was recorded in the third quarter. As for the more significant sectors of services, which influenced positively  a  year-on-year  development of the employment, the highest growth was recorded in education (by 9.8 %) and less significant administrative services (by 15.8 %).

However, the number of employed people continued to decrease in other sectors of services, the largest decline was recorded in  financial and insurance activities (by 13.2 %), arts, entertainment and recreation (by 12.5 %) and accommodation and food service activities (by 11.8 %). A more significant year-on-year decrease was also recorded in transportation and storage in the third quarter (by 8.7 %).

As in the previous quarter, the largest relative declines in the number of employed people were recorded in the age category of young people under the age of 25, a decrease of 5.9 %. The employment also fell by 4.16 % in the category of people aged 25 to 34.

Both the employment and the employment rate of Slovakia recorded different developments in 8 regions in the third quarter. In Bratislavský, Trenčiansky, Banskobystrický and Košický kraj, the number of employed people decreased slightly year-on-year. The most significant decrease was recorded in Banskobystrický kraj by 2.6 %. In the remaining four regions, the number of employed people increased, most significantly in Prešovský kraj by 2.8 %. The lowest employment rate was recorded in Košický kraj 68.8 %, on the contrary, the highest  one in Bratislavský kraj 83.6 %.

In the third quarter, 118.2 thousand people working abroad 4) compared to the same period last year, their number increased very slightly by 0.1 %. They worked mainly in construction (40.1 thousand persons), industry (24.5 thousand persons) and in health and social work activities (18.1 thousand persons). As for the European countries, they worked mainly in Germany (29.4 thousand persons), Austria (28.2 thousand persons) and the Czechia (22.5 thousand persons). Absolutely most of them were from Prešovský kraj  (30.9 thousand persons) and more than 24.1 thousand persons, who work accros border, were also from Žilinský kraj. At the same time, it is the region with the highest year-on-year increase in the number of people working abroad (by 39.5%).

Employment in the 1st - 3rd quarter of 2021

On average, over the 9 months of 2021, the total employment decreased by 2.1 % to 2,542.8 thousand. persons. The largest relative decreases in the number of employed people were recorded in accommodation and food service activities. The number of employed people decreased in all regions, most significantly in Trenčiansky kraj  by 3.9 % and in Banskobystrický kraj by 3.6 %. In total, the employment rate decreased by 0.8 p.p. at the current 74.2 % in the SR. Since the beginning of the year, the most dynamic change in the employment rate was recorded in Trenčiansky kraj (a decrease of 2.4 p.p. to 77.1%).

The number of people working abroad less than 1 year decreased by 6.7 % to almost 111.6 thousand persons compared to the same period last year.

On the methodological change:

Since 2021, a significant international adjustment of the methodology relating to the Labour Force Survey caused that the data from 2021 are not compatible with data for previous peri-ods. . In order to be able to partially monitor the real development of the labour market, the missing num-bers of the main indicators were replaced by estimates - comparable with year-on-year indices.The data for comparable quarters of 2020 were adjusted in a way that is in compliance with the new methodology as much as possible. It is not possible to make a comprehensive adjustment of other older data according to the new methodological procedures.

The Europe-wide change in the LFS methodology was based on the Regulation (EU) 2019/1700 of the European Parliament and of the Council establishing a common framework for European statis-tics on persons and households based on individual data collected from samples (IESS) and relat-ed regulations.

According to the new methodology, inter alia, an upper limit for employed people of 89 years (the lower remained at the level of 15 years) was introduced, at the same time people on paid activation work are no longer included to the group of employed people, but persons on parental leave are also newly included to the employed people. 2) according to the LFSS, the employed are all persons over 15 age, who perform work for 1 hour at least in surveyed (reference) week and who get wage, salary or other remuneration or bonus in order to gain profit, including persons performing a contractual work, seasonal workers, persons on maternity leave, persons employed abroad less than 1 year, persons commuting to work abroad and persons paid for activation works; respondents are included into sectors by economic activity of local unit, not the whole company
3) expressed as a percentage of the number of employed persons aged 20-64 from the total population of the same age
4) according to LFS; migration for work abroad up to 1 year, including no time-limited commuting abroad (across borders)
