3.3  Sector coverage

The forestry sector includes basic data on forest land structure in classification by category of forest and by management type, basic data on work in silviculture activities, on regeneration and protection of forests, basic data on logging and timber deliveries.


3.4  Statistical concepts and definitions

Forest land is the land permanently intended to the fulfillment of forest functions. Forest land comprises: a) land covered with forest trees (forests) and the land on which forests were temporarily removed with a view to restore them or with a view to establish tree nurseries, eventually forest seedy plantations; b) land without forests, which serve forestry and are indispensable for him (forest roads, areas  of the forest storages, etc..); c) land above the upper tree vegetation in the high-elevation areas with the exception of built-up land and their access roads.

Timber land includes all lands covered by forest tree species serving for the fulfilment of forest functions and the lands on which the forest stands were temporarily removed with aim of their regeneration or impacting of injurious agent.

Commercial forests are forests, whose main purpose is a production of quality timber while ensuring other roles of the forest.

Protective forests include forest stands with prevailing protective functions. The aim of managing these forest is to guard permanent filling of relevant ecological functions.

Forests for special purposes are forests with specific purpose, which resulting from important specific social demands, that affected way of managing forests.

Land designed for reforestration/afforestation comprises the whole area designed for re-forestation including land taken over to be afforested (former non-forest – mainly agricultural – land). Unsuccessful reforestation increment comprises areas of unsuccessful reforestration in actual years and previous years as well.

Reforestation means really reforestred areas by natural regenerations or by artificial regenerations (seeding or planting). Belong here the areas from first reforestration as well as improvement of existing young plantation which need it.

Logging includes logged mass of wood and mass of wood leave into forest stand in thou-sand cubic metres without bark. We count with all wood mass regardless of type of silviculture or logging interventions it was received, included incidental felling.

Timber deliveries comprise mass of wood in thousand cubic metres without bark, delivered on home market and foreign market and for own consumptions, regardless on place of delivery.

The statistical units are forest managers and forest service providers carrying out the activities of Section A: 02100, 02200, 02401, 02402, 02409 according to the Statistical Classification of Economic Activities (SKNACE Rev.2).

Unit of measureUp

The unit of measure for forest land a for forest species composition is hectare or thousands of hectare. The unit of measure for afforestation and silviculture is hectare and for seed and forest tree nursery thousands of pieces. For logging and timber deliveries is unit of measure thousands of m3. Reprivatisation of forests has the unit of measure number of applications and area of restituted forests in hectares. Costs average of selected performances of the main forest activities is in Euro per hectare or Euro per m3. The selected financial and economic indicators of forest management in the Slovak Republic are in millions of Euros. The area of damaged forests in hectares and proportion of damaged forest area by degrees of damage in percent.

6.1  Legal acts and other agreements

Information on forestry is obtained by the SO SR on the basis of administrative sources from the chapter of the Ministry of Agriculture and Rural Development of the SR. The Ministry (through the National Forest Center) collects data in the Les (MPRV SR) 5-01, Les (MPRV SR) 2-04 and Sad (MPRV SR) 11-01 surveys included in Annex no. 2 Program of State Statistical Surveys, issued for a three-year period in the Collection of Laws of the Slovak Republic. The reporting obligation to submit data to the Ministry of Agriculture and Rural Development of the Slovak Republic (through the National Forest Center) follows from Act no. 540/2001 Coll. on State Statistics as amended (Section 18 (3)) and cannot be rejected (Section 18 (8)). The Statistical Office of the Slovak Republic and NFC are responsible for the protection of confidential data obtained and guarantees their use exclusively for statistical purposes.


6.2  Data sharing

The taken-up administrative sources of data from the system of the Ministry of Agriculture and Rural development of the Slovak Republic (National Forest Center) serve the needs of the national statistical system. Outputs from processed data are not directly reported at European level.

7.1  Confidentiality - policy

Protection of statistical confidentiality (protection of confidential statistical data) is a system of interrelated measures in the legislative, methodological, organizational, technical, security and personnel fields, preventing the leakage of confidential statistical data or the premature publication of statistical information. Authorities performing state statistics are obliged to ensure the protection of confidential statistical data from misuse in the manner set out in § 25a and § 29 and 30 of Act No. 540/2001 Coll. on State Statistics, as amended. 11.1  Quality assurance

The SO SR has a quality management system in place. The Quality Manual includes a description of the quality management system and the fulfillment of ISO 9001 requirements. The application of the Manual ensures that all activities that affect the quality of the products being produced are planned, managed, reviewed, evaluated and meet the requirements accepted in the order. 12.1  User needs

The main users of data on forestry are: central government authorities, research organizations, academia, researchers and students, professional associations, etc.


12.2  User satisfaction

Since 2009, the Statistical Office of the SR has been conducting customer satisfaction surveys with its products and services at two-year intervals. The aim of the surveys is to get information about the interest and opinions of users on providing and quality of statistical products and services. The information obtained is a valuable source for the further activities of the SO SR. The result of the satisfaction survey in 2017 is available on the website of the SO SR at:

Satisfaction with forestry statistics was not measured in the survey.

13.1  Overall accuracy

The overall accuracy of forest statistics is good, and rigorous data verification is carried out.


13.2  Sampling error

Due to the small number of reporting agents, the data are calculated by a weighted arithmetic mean.


13.3  Non-sampling error

The statistical reporting information system incorporates logical and data checks at the micro-data level as well as at the aggregated data level that are carried out during data collection and processing. In the event of serious errors, the figure shall be corrected in consultation with the reporting agent.

14.1  Timeliness

Publication of data in the public database of the SO SR is governed by an internal schedule. Data on forestry are published within 11 months after the reference year.

The SO of the SR regularly monitors the workload of reporting units. As part of the optimization of statistical surveys, it takes measures aimed at reducing their burden. The cost and workload at the level of European statistical products and its monitoring is the responsibility of the Directorate Group for Resources within Eurostat.

All questionnaires are processed in the information system for processing statistical reports, where logical and data checks are built at the micro-data level as well as at the aggregated data level.

Any reporting errors shall be consulted with the reporting agent.
